A Turning Scrum Is Not Automatically an Illegal Scrum
Rotation alone does not prove an infringement; footwork, body angles, binds, height and stability show how the turn was produced.
A scrum can rotate or retreat without either pack necessarily infringing. The governing distinction is not straight versus turning; it is straight, level pressure versus an identifiable departure from it. Judge the steps, body angles, binds, stability and sequence that produced the turn—not the scrum’s final angle alone.
The short answer: judge the drive, not the final angle
World Rugby Law 19.19 requires players in a scrum to push straight and parallel to the ground. It does not make rotation or backward movement proof of an infringement.

How straight pressure can make a scrum rotate
Think of the two sides of one pack as connected lanes. If both sides move forward but the pack’s left side advances faster than its right, the formation can rotate toward the slower side.

For an unequal straight drive, look at the two props in the advancing pack. If both continue stepping toward the same opposition goal line, but one side covers more ground, the turn may be explained by different rates of forward movement. Broadly square hips and shoulders support that interpretation, although no single visual cue proves legality.
Stronger warning signs include a clear lateral first step, hips travelling around the opposing prop, shoulders turning away from the forward line or pressure directed inward. Those actions may explain the rotation more directly than unequal forward force does.
A collapse complicates the picture. The resulting wheel shows that the geometry changed; it does not identify whether the first cause was a lost bind, instability, non-straight pressure or another action.
A footage-review checklist for straight drive versus walking around
Review the sequence rather than freezing the most dramatic frame:
- Setup: Are the packs square, stable and aligned with the goal lines?
- Feed and initial pressure: In which direction does each prop first step?
- Body shape: Do hips and shoulders remain broadly square, or does a player begin rotating around an opponent?
- Binding and height: Does a bind slip, or does either side drop before the turn?
- Rotation: Does the wheel follow continued forward movement, or begin with lateral or twisting action?
- Outcome: Does the scrum remain stable, retreat, collapse or become unplayable?
Start with the feet. Repeated forward steps support a straight-drive explanation. A clear first step sideways is more concerning, particularly when accompanied by a visible hip swing.
Track the hips and shoulders next. Remaining broadly square is consistent with forward pressure. A prop whose hips travel around the opponent while the shoulders turn away from the goal line may instead be creating rotational pressure.
Use the goal lines, not the edges of the video frame, as the reference. Neither view should be treated as conclusive by itself.
The scrum’s centre can provide context as well. If the centre continues moving downfield while the formation rotates, that may fit unequal forward pressure. If it remains nearly fixed while players appear to circle it, that may suggest a pivot.

The attribution matters. The summary expressly presents the deliberate-wheeling prohibition, 1.5-metre push limit and 45-degree threshold as U19-and-below variations. Those figures are not evidence that the same restrictions govern an adult match.
